Sant Cugat del Vallès is located in the region of Catalonia, Spain, approximately 20 km away from Barcelona. These advanced community services are widely recognized. Sant Cugat has in the past 2 years won several international awards for innovation, transparency and management. In 2009, the City was awarded the European Public Sector Award (EPSA) for Leadership and Innovation and was listed by Transparency International as the most transparent local government in Spain.
In 2010 Sant Cugat was awarded as the Living Labs Global Award by the City of Eindhoven for its Local Innovation Plan, as well was again awarded the highest ranking by Transparency International in its 3 last editions.
Sant Cugat is also an active player in the regional government's strategic development plan which involves 36 municipalities with altogether 3 million inhabitants, the business community, financial institutions
30 years ago the Municipality of Sant Cugat launched the Municipal Bureau Sports for All (in Catalan, OMET). OMET is inspired on the sports for all movement adopted by the Council of Europe in 1966, and has developed municipal policies for school adn adult sport.
In Sant Cugat there are 37 active sports organizations, covering different disciplines (rugby, volleyball, roller hockey, tennis football, cycling, handball, athletics, basketball, and much more).
These sporting bodies represent over 6,000 athletes from different categories, and most of them play sports in the municipal facilities (with more than 40,000 annual hours of training and games).
Up to 8 teams from Sant Cugat are currently in the top division of their sport discipline.
The governance that Sant Cugat City Council is pushing encompasses several policies aimed to improve the management and administration of the institutions and clubs, to manage the most important asset the city has that are people and on the other hand, as preceptors of public resources that have to be managed as professionally as possible to be more efficient and autonomous.
SPORT IS ONE OF THE PILLARS OF THE SOCIETY, WHICH CONTRIBUTES TO A HEALTHIER POPULATION BUT ALSO IS A DRIVER FOR SOCIAL COHESION. ONE OF THE AIMS OF SANT CUGAT IS TO SEEK THE ENGAGEMENT OF THE SPORTS SYSTEM INTO PROMOTING THIS COHESION, BY IMPROVING GOOD GOVERNANCE AND SPREADING ETHIC VALUES.
One of the axes that must guide this good governance is the code of ethics of Sant Cugat. In recent years, the City has been working on different projects. A program wanted to develop is to leader the implementation of the knowledge of ethics and values through sport, which also allows the control of these policies and arises a quantitative measurement tools and comparative.
In this way, one good example of good governance of sporting bodies is Sant Cugat Creix, which is also a project partner of E4S. Since, the beginning, the municipality has provided support to the innovative initiative of Sant Cugat Creix, by providing them with financial, logistic and institutional support. The goal of this support is to count with more efficient and professionalised sporting bodies. The municipality has also welcome the project of Ethic Code developed by Sant Cugat Creix, and has committed to replicate this success story to the rest of the sporting organizations existing in the city.
